The draw focused on individuals currently residing and employed in the province, prioritizing those in key occupations and sectors. Additionally, international student graduates from designated post-secondary institutions were among those invited.
On April 17, 2025, the PEI Provincial Nominee Program issued 168 invitations to individuals living and working in Prince Edward Island, targeting those employed in high-demand sectors through the Labour Impact and PEI Express Entry streams.

Priority was given to candidates who have lived and worked in Prince Edward Island for at least one year.
Among these, international student graduates from select institutions received additional consideration, specifically those from the University of Prince Edward Island (UPEI), Holland College, and Collège de l’Île.
As of this writing, the PEI Office of Immigration continues to prioritize workers in high-demand sectors, including healthcare, trades, and manufacturing.
PEI Labour Impact Category: Eligibility Criteria Explained
Prince Edward Island’s Labour Impact Category is designed for candidates who can contribute to the province’s economic growth.
It includes three distinct streams:
- Skilled Worker Stream
- Critical Worker Stream
- International Graduate Stream
To qualify under the Labour Impact Category, applicants must:
- Be eligible for at least one of the three streams
- Be between 21 and 59 years old
- Hold a full-time, permanent job offer (or a minimum two-year contract) from an eligible PEI employer
- Demonstrate adequate settlement funds
- Meet a minimum Canadian Language Benchmark (CLB) level of 4
In addition to these general requirements, each stream has its own specific eligibility criteria that applicants must also meet.
Prince Edward Island Express Entry: Who Can Apply?
To be considered under Prince Edward Island’s Express Entry stream, candidates must first have a valid Express Entry profile registered with Immigration, Refugees and Citizenship Canada (IRCC).
This means the profile must be up to date and demonstrate eligibility for at least one of the following federal economic immigration programs:
- Canadian Experience Class (CEC)
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
Additional eligibility conditions apply to candidates who hold a Post-Graduation Work Permit (PGWP) issued from studies completed outside of PEI, or a spousal open work permit tied to a partner studying at a non-PEI institution. These individuals must:
- Have completed a minimum of nine consecutive months of employment with a PEI employer supporting their immigration application
- Hold a work permit with at least four months of validity remaining at the time of submitting an Expression of Interest (EOI)
If all requirements are met, candidates—or their authorized representatives—may create a profile in PEI’s EOI system for consideration under the Express Entry stream. Please note:
- EOI profiles are valid for up to six months
- Only one active profile is allowed per candidate at any given time
As of now, Prince Edward Island has issued a total of 401 Invitations to Apply (ITAs) through its Provincial Nominee Program (PNP) in 2025, selecting exclusively from the Labour Market Category and the PEI Express Entry stream.
